Since the Health Insurance Portability and Accountability Act (HIPAA) was signed as Public Law by President Bill Clinton in August 1996 the US Department of Health and Human Services (DHHS) has issued a series of proposed rules, initially focusing on the intent to protect health insurance coverage of individuals who have changed or lost their jobs.
